Has it been looked at by the shop that did the valve job?
A common thing to do for your symptoms is inspect intake manifold, manifold gasket, and vacuum hoses.
There could be a crack in the manifold, bad gasket, or a damaged or disconnected vacuum line.

The timing could be off a couple degrees as well. Take it back to the shop and have them look over everything.
A long time ago in place far far away, I once worked as a GM Tech. The Tech in the bay next to me had a come back with the same issue. Everyone had ideas and looked up and down. The "miss fire / rough idle" would clear up pass 1200 RPM. After finally plugging in a Tech2 (GM computer) we could see the timing was off. The car had been in there 2 weeks prior for a head gasket and come to find out the engines timing was slightly off. (THIS MIGHT NOT BE THE CASE, BUT IT IS AN IDEA)
