That seems an odd move.
The Wagoneer was to be a full size Jeep. With the Grand Cherokee now effectively a quasi-mid sized SUV, the Wagoneer doesn't really offer buyers much as a trim package. The Grand already had some nice luxurious trim packages.
This would still leave a void in the Jeep lineup for a proper full size SUV.
Something built on the Dodge 2500 truck chassis would have been an optimum configuration to really capture a market segment that has been abandoned.
With the Ford Excursion long gone and the Grand Cherokee getting smaller, the GM Suburban/Yukon were the only real "full size" SUVs left from the American brands, and the GM chassis offers anemic offroad performance at best.

You raise some good points, arjeeper. The Wagoneer and Grand Wagoneer will be their own models. We've updated the original post based on new information.
