What I have found out from Fastenal is it has to be on a pallet in order for it to be insured by them. They do not offer any insurance otherwise.

I concur. Find, buy, or build a pallet and secure the bumper to it using pipe straps or super heavy duty zip ties (dont use ratchet straps-tend to get stolen) and wrap it in plastic. I recently sent two axles without any issues.
