Alrighty -
Unplugged the battery completely and removed all after market mod connections as well.
Let it sit for 3 hours (actually had to get some work done).
Hooked the battery up all stock.
Checked and tightened all grounding points based on the "mitchell" wiring diagrams.
Same issue -
No hazards
ESP Switch does not work.
Lights on the AC controls / Gear Shift all off.
Everything else on the Jeep works great.
Hooked all the mods back up.
Updated my Flash Cal and returned all settings to stock. Still no change on the lights.
At this point I think I need to hit the dealership... Not cool...

Good morning Paul,
Nothing new on this and I am still looking for a solution. As a workaround I am carrying a few flash lights.
Please post anything you find on this. A buddy told me to hit a local auto electric shop that does good work. Just need to find some time.

Will keep posted if I find anything, need to get it working soon as the UK MOT test is due on the car shortly and I need the Hazards working at minimum for that, might be another wallet emptying trip to the dealership :(

FIXED!
Hi all - I was adding fog lights to the Jeep. I was checking fuses and when I wiggled the fuse for the interior lights the lights came on briefly. Placed a new fuse into the TIPM and all is well. the fuse is not blownbut for some reason had some play. I tested the fuse in another spot and the smae problem occurred. I could wiggle the fuse and all worked.
