Necro-Posting to add some pertinent information for others that may stumble across this thread and think that using a HAM radio for FRS or GMRS communications is acceptable. The FCC requires that radios used for FRS and/or GMRS be specifically designed for those frequencies. This is called "type acceptance" and is defined under 47 CFR Part 2. Operating a radio type accepted for the Amateur Radio bands on the FRS or GMRS frequencies, with or without a GMRS or HAM license is a violation of the Federal Rules (and subject to fines).
The options are simple:
1. Buy a CB and use it within the defined power restrictions;
2. Buy an FRS and use it within the defined power restrictions;
3. Get a GMRS license and buy a GMRS radio for use with GMRS frequencies; or
4. Get an Amateur Radio Service license and buy an amateur radio for use with amateur radio frequencies.
The options are simple:
