Headights only work on "auto" at night

Need some help. Hope someone has an idea. My headlights only work when it's completely dark outside. This applies for both auto and manual mode of lights. This applies also to my fogs. It seems like the manual mode is also working as auto and will only work when it's dark out. It does this for high beam, low beam, fog, ignition, engine running, etc. Also no headlight chime if I leave it switched to "on" during the day and close the door. Any ideas? Hoping it's a cheap fix

Maybe a bad light sensor on the dash?

Exact same thing happening to me. Any ideas? Mine is also a 2012 Rubicon
