May end up doing my hinges out of necessity just took a rock off the hing and down to the metal about the size of a dime.

Everything I've read says yes take em off and sandblast or hand sand... If your just doing it for "the look" maybe you can get by without taking em off but if your covering chips and dings I'd do it right the first time.
