You can buy the used license plates online and I am 90% sure the photo is taken in Asia based on the landscape and plants.

There are bunch Jk's have been built and then exported to China within the recent years since it is cheaper than buying the parts and have it installed there due to custom, tax/duty.

I can't say there is an actual off road culture there in China yet but one company in China sure wanted to start one by knocking off my logo awhile back. They are "supposedly" will change to the new design soon to avoid "confusion"
