I think it REALLY affects those who remove the air dam under the bumper. With that gone, it forces more air into the engine compartment.

My 2015 stock jkur did it after about 3000 miles. Happened going about 60mph, windy, going over a bridge with wind gusts. Installed the daystar hood wranglers that day and removed the factory wind damn. So far no flutter. Even going 70mph with pretty big wind gusts never had a problem. I would say its not about them wearing out its more about what conditions you drive in. If you drive all city your probably not going to experience any hood flutter compared to someone who drives highway.

Hard Rock version hood does not flutter if you trim out the hood vents.
Mine fluttered bad until I took about 15 mins with a dremel thinking I would let more heat out of the engine bay. Looks like the bonus was no more hood flutter.

Finally, there is also an elegant solution from JeepSWAG.com: A half inch (or so) piece of square tube and a very large zip-tie. The tube is zip-tied into place to take up the gap between the top of the hood safety catch and the bottom of the radiator support that it contacts. It's that gap that a hood dance is occurring within. With the square tube in there it can't dance anymore--there's not room for upward movement of the hood. When you release the OEM latches, the hood will not pop up because that gap is now closed. You have to reach through the grill opening to push the safety catch to the side, then the hood pops up. Then you can open normally. Brett (business owner) used to give them away if you ordered something from him. Not sure that he has on his website, but you can cobble it together yourself for a buck or two.

I have a 2014 with about 20k miles and mine flutters pretty bad. Took a trip to Dallas the other weekend and it was dancing pretty good between 70-75. I still have stock air dam and latches etc. Thought about it flying up if one of the hood latches broke but remembered that there is also that latch underneath the hood that catches when you go to raise the hood. So it's doubtful it would fly up even if one of the outside latches did snap off for some reason.
