Had that happen once or twice on my 09 way back when. Hasn't happened since. have heard of others having this happen and then it goes away. Hopefully you'll experience the same.

Happened one time on my 2012 JKU. That was around mile mark 8,000. I now have 28,000 and I have not experienced it again.

When this happens, do the windows try to move at all, even very briefly?

The power windows are protected by circuit breaker CB1, in the TIPM.
It protects by breaking the circuit to the motors when an overload heats a bi-metal strip in the breaker. The strip stays heated until the Jeep is shut off. While the Jeep is off, the strip cools and restores the circuit.

Next time the windows don't work, leave the Jeep running, pull CB1 for a minute, then reinstall it. See if the windows resume normal operation.
If they do, you have an overload somewhere in the system.

An overload can be created by trying to move multiple windows at once, especially in the direction the windows have already reached full travel.

A window that is becoming hard to move can overload the motor.

Burned contact points in the breaker can cause the bi-metal strip to be heated needlessly, giving a false indication of an overload.

And then there is the possibility a wire has chafed somewhere ind is shorting out intermittently.

Unfortunately it's another "jeep thing", which now means poor quality control. '08 happens from time to time.
