Depending on what you're working on the e-brake could be on or off. I always use chocks if one end is still on the ground.

Lifting either front or rear to work on suspension. Should e - brake be pulled?

If lifting from the rear with front tires on the ground, should the tires be chocked behind the front tires or in front of the tires?

Your e-brake only brakes the rear wheels so it won't do any good if the rear end is off the ground. Also, if the e-brake is on it will make taking the rotors off near impossible (If you needed to do so)

If the rear end is off the ground why would you not chock the front tires on both sides?

This. Place a chock in front and behind a tire that is still on the ground. If you'll be lifting only one corner, place the chocks on the diagonally opposite corner. Sometimes the vehicle may roll slightly and pin one of the chocks under the tire. Pull the other one out once the job is done, drive forward or reverse an inch or two to move off the pinned chock, then remove the chock. You can put the vehicle into park (auto) or first gear (manual) and 4WD to lock up both axles if you feel you need extra assurance that the vehicle will not move. Personally, I don't trust the e-brake, and as pointed out it's only good for the rear axle on the ground. Mine won't even keep my Jeep from rolling into the street if I forget to leave it in gear in my driveway, which most people would say is level.

You might laugh, but I happen to watch this video last night and just cringed when I saw how he jacked the jeep up. Couldn't help but wonder if this is someone on here.

I love step one.... Put it up on jack stands. Okay but what do you put the jack stands on?

There's no way those tubs would work under a thousand plus pounds...so they're be filled with concrete, as he explains in the comments.
