I lost one of the rubber plugs on the trail...I suppose the epoxy didn't hold up as nicely as I hoped. Although, it has been over a year since I made this bracket, so I can't complain. Anyway, I did a slight mod to hopefully prevent future failures. Cost was about $2 for the replacement rubber plug and screws.

Stole your idea....... with a few changes.
Thanks for the great idea. My winch is on its way and I wanted something simple & functional for my plate. I was too lazy to cut and drill the metal stock so I bought a License Plate Mount & Frame from AutoZone. It has slots in multiple locations to screw in fasteners where you need them. The cost of the mounting bracket and license plate frame was only $12. The rest is all 1/4-20 nuts, bolts, washers & lock washers, rubber stoppers like the OP suggested and 1/4" u-bolts.
