Well I took the louver off, re drilled the hole some size bigger and painted a layer of plasti dip on the hood so it's not metal on metal. It turns out it isn't a bulge in the hood louver..but the sheet metal underneath is indented a little bit. So, looks like I'll be using the pop rivets mentioned earlier in this post. Here's a pic of the plasti dip for protection.

Hey instead of pop rivets, why not placing a pair of the same stainless button head cap screws on either side of the washer nozzle? Drill right through both the hood louver and the hood, and draw them together with the hardware. Same idea as the pop rivets but it would match the existing hardware and look "factory". You can check the instruction sheet for the exact size when you go to the hardware store. If you can't find them locally we can send you a couple. I'm not at the shop this week I'm out at KOH, but if you call there someone can help you.

I did consider that but liked the pop rivet idea better because it matches the black around there. I feel like the 2 stainless would've looked out of place. I have the pop rivet on now and just need to get a picture!

Glad you got it straight. I, too, installed one to cover hail damage that was present when I bought the Jeep, but I didn't have an issue.
