Yes, you can shift with a wrench. I've done it on tj's and yj's

Yeah I couldn't believe it when I saw it was plastic. The most important feature on our jeep the 4wd and they put plastic lol.

As I understand it, it is a sacrificial part, designed to fail to prevent damage to the transfer case.
