No primer, just sand and paint. The sanding doesn't have to be anything spectacular, just enough to scuff it up.

I think I'm the only one who's used the plastic paint. I've got the top sitting in the garage right now and aside from being dusty it's holding up great and looks as good as when I first did it. In general though the Duplicolor will hold up better and take more abuse. I used the plastic paint, because at the time all my local stores were out of the Duplicolor bed liner. I'm pleased with the end result though and don't regret not waiting. If you have the bedliner readily available I'd say use it, but if not or you're really pinching pennies, plastic paint worked well for me.
