I was thinking PVC pipe across the front bumper bungeed down would hold some rods.

Default PVC Rod Holders

Years ago I was in Daytona FL, Guys had PVC sections vertically on their front bumpers with one rod in each. Something like that could be done on a rear hitch rack.

As for me the wife told me to keep the fishing gear out of her Jeep and to use my Expedition.

Depends on the length of the rod. I put two 6' fresh water rods, dead center, in the rear storage area, over the rear seat, with the tip wedged between the soft top and the soft top header. Drove 5 hours each way like that to get to the Suwanne. Worked great but I didn't take any pictures in the JK. But here you can see the rod on the Suwanne, two in the first pic. A close up in the second. I cast and retrieved for the first three days, and then well that.

Here our fishing solution. Purposely bought a front bumper with a 2" hitch receiver to secure and carry our home built 6-rod holder made from lengths of white plumbing tubing, bolted together with horizontal aluminum strips to support the tubes, and bolted the assembly to a cheap hitch.
