Default how do i know if its lifted

I bought my first jeep 2007 wrangler x, it has 31's on it. I don't plan on doing any big off roading but would like to put 33's on it.
measured bottom of front fender flare and rear fender flare and there is only 1/4 difference. how do I know the previous owner didn't put level kit in?

You should be able to reference this diagram to see if you have a lift..

You can probably just look on top of the springs to see if there is a spacer there. Mine are visible just by looking in the wheel well. (The fronts at least)
