These guys are the only action it seems on the cb, but damn would be nice to even know wth they are talking about!

CB is good for two things; monitoring the Ch 19 truckers while you're on the road, or a club channel if you're wheeling. Otherwise, forget the channel scan. We're at the bottom of the sunspot cycle which means you won't have to deal with a lot of skip most of the time. In a few years, when the sunspots come back, CB will be practically worthless again. If you're fortunate enough to be in an area where the ham repeaters are active, VHF/UHF ham radio is a better option for conversations, but up here I can drive for 300 miles and seldom hear any activity. HF mobile is an alternative if you want to go to the work to get the proper license and the cost and technical issues involved in a good mobile installation. I had an Icom 7100 installed in my JK, but the 100W RF was always getting into the ECU and causing all kinds of problems so I took it out and put it up at our cabin. I was too lazy to do the grounding and remounting the antenna away from the rear window electrics to make to work properly. Still have the CB and a VHF/UHF rig for around town use.

As a long haul trucker of just over 26 years I can tell you most truckers don't even have their CB on if they even have one. Unless they come to a traffic backup then they turn it on. Good luck finding any that even speak English anymore !
I'm not even gonna bother with a CB in current JKU will probably just use VHF/UHF.

The cb is still used around here, mostly log trucks, but that's most of the trucks around here anyway
