Anyone from Illinois chime in. Planning engine conversion.
I would like to do a 4bt conversion for my JKU. I was wondering if this swap is against local regulations in Chicago or surrounding suburbs?

Well ladies and gents, I got some good news.
If you are thinking or planning on doing a 4BT engine conversion in your Jeep, you don't have to worry about going for emissions test. Because they only test gasoline engines. The only thing you need to do is change the engine information on the vehicle (e.g. title and insurance).
I'll do so more research for an update.

I'm interested in doing this conversion as well in the future.
Emissions depend on the county/city you live in.
I live out west of Elgin and don't have to have any of my vehicles emission tested. Including the 427 Cobra (which would never pass).
