One thing for your consideration, government agencies DO NOT pay what we pay for vehicles. Example: Our SO just ordered a 2014 F250 4x4 loaded interior, plain white outside. We would pay close to 60 grand down here for one for the ranch, they are paying 24000.00, also the Tahoes and Fi50 crew cabs they use are 18-19 grand for Tahoe and a tad less for the f150's. The feds probably get at least as good a price. There are also tons of vehicles used now by the feds and locals that were seized in large narcotics busts.
I don't know how much time yall have spent hunting illegals, I have quite a bit, I drive a Polaris RZR 4, rigged with radios on 3 diff systems, high intensity LED lights, IR lights for use with NVG goggles , and handheld FLIR. And we are 200 miles from the border, but on a major transport route. We do catch lots of them and some are armed, lots of dope through here too. Most of the illegals are not from Mexico in this area, everywhere else though. BP needs everything they have, the guys down this way were cut to 17 gal of fuel a day several month ago , so they fight the battle at a disadvantage to start with.
