Default 2015 JK random won't start, has lights

Hello All,
2015 JK 4dr 3.6
Recently it started not starting randomly.
1. Battery is at 12.7v when off (in spec)
2. Key in accessory position: lights and works fine, No dimming
3. Key in On position: lights and work fine, No dimming
4. Key in start position: randomly does not start. NOTE: Lights stay on, no click from the starter. Silence.
5. I turn the key BACK to the on position and try again, no joy
6. Today I noticed I turn it back to the Accessory position and then start and it starts.
7. I pulled the M13 fuse to reset the thing (can't recall the name of it, ignition system. pulled for 40 seconds then replaced)
8. All fuses appear to be good.
9. When it does start there is ZERO hesitation. No starter grinding or anything.

Thoughts:
1. I don't think it's a dead spot on the starter because we haven't tapped it to get it to start.
2. Ground wire looks good, at least the one on the battery
3. Since it started after I put it in Accessory and then start, I am thinking ignition switch or the ignition switch actuator pin.

Questions:
1. is there a way to test for ignition switch vs actuator pin?
2. Where are the other grounds I need to check?
3. Something else I forgot!

Found my code reader!
B1A28 ECM Mismatch with SKIM
P0513 Invalid SKIM key
Wife does have an RFID emitter on her keychain for the gym.

Ok, so that little red light that indicates the key is connecting rings a bell. Over the summer we had an issue where we had to disconnect the battery a couple times. It hasen't happened since then wiht the red light staying on. so I am notthining it's the SKIM reader. and not srue waht to do about that.

Just tried both keys, same issue. though random.
I am suspecting the SKIM reader now. Maybe it's starting to flake out. I'm getting worried about it becasue that means getting new keys I think and all kinds of stuff. More reading.

At this juncture and after much research I am suspecting the WCM. Not sure how to program that if I get a new one. I may have to bite the bullet and pay for this one. thoughts anyone?
