Default Cruise Control not working

So I've got an 07 JKU with 60,000 miles. A while ago, my cruise control stopped working and I haven't been able to figure out whats wrong. Last night I took apart the steering wheel and checked all the wiring in the wheel based on the Cruise Control Installation instructions and all continuity checked out fine. I check all the fuses again and found no problems. I've never had an MIL or Airbag light activate to indicate it would be the clockspring. I'm stumped and really don't want to spend $200 on a clockspring if it's covered. My local stealership service department is filled with crooks who tell me I'm not covered under the recall since I don't have any DTC's. They tried to tell me that a code for the clockspring may not show up on a standard OBDII reader and it would be $100 for them to "run a diagnosis" but if they don't find any problems with the clockspring, I'm responsible for all costs... Anyone else have experience with a code being present but showing no MIL's? I did both the ignition method and checked with my Superchips with nothing showing... I'm just lost on what to do next so any help would be greatly appreciated. I know it's a wrangler and I really shouldn't care about cruise but I do a lot of highway driving and if I've got it, why not use it? Thanks guys/gals!

Just thought of something else... During colder weather, sometimes my steering wheel has a creaking sound when I full turn to either side. It's also done this for a while but the cruise control still always worked...
