Default Fuse Tap Help

I have a Bluse sea fuse block, this is my set up to power the fuse block. Coming off the battery into a breaker, off the breaker into a 80a relay, relay into the fuse block. My fuse tap is powering my relay by ignition power. Now my question, my fuse tap seems to have a delay in it. When I turn my key to acc/ign or even start the jeep my fuse block does not get power right away. The pattern I have seem to notice is when the weather is warmer it doesnt take as long to power up. But, the colder it gets it seems the delay takes longer. I have no clue why this would be happening. I've tried a couple different slot, M7, M8 (leather seats), and i've tried a constant hot. Thing is....when its in the constant hot slot, it works. But when I change it to ign power it has the delay again. Any thoughts, comments, suggestions?
