If it were me,and if the battery was more than 3 yrs old I would buy a new battery just as preventative maintenance. Then put the new battery in and start the Jeep. If you are not getting around 14 volts with the Jeep running then the alternator is likely bad (assuming all connections are tight and in good condition).

Auto parts stores will test the alternator. They can test in or out of the vehicle but my understanding is that the in vehicle test is more accurate if you can get it up to the store. With the events going on, I'd call ahead and ask that they still perform the service.

How do you know the PCM is bad?

I replaced the alternator after it tested bad. Unfortunately, the symptoms remained. I took it to my mechanic after that. The pcm was not allowing the alternator to charge.

My son recently had a similar issue on a Hyundai. In his case, the pcm was not bad. It was a faulty wire from the battery to the pcm. The mechanic replaced the cable and all is well. It is just a small wire that tells the pcm what the voltage is so the pcm can tell the alternator what to do.

Low voltage can cause a lot of strange behavior. My instruments went crazy when my battery died.
