Running lights not working- bulbs brand new

Running lights not working- bulbs brand new
I'm stumped.
My 07 Wrangler JK is having some electrical issue with the front running lights/ blinkers (on both sides). I have checked and replaced both bulbs and the ground connection by the power steering fluid cap. The M17 and M18 fuses also are fine....The running lights do not turn on at all. The blinkers work fine as long as the running lights are not on. Once you turn the running lights and the headlights on, the front blinkers do not work. The rear lights work fine though.
I've heard of people having issues with wiring in the steering column but haven't brought myself to tear that apart yet.
