My rear track bar is touching my coil spring
Maybe buy some wedges... to position the Springs differently... I think there are some out there as low as 20 bucks. I know different Rear track bars also can touch the spring if they are tow low as they come across the axle to the mount... have you used a relocation mount to lift the driver side of the track bar up for the 4 inch lift?

cut the coil perch off the axle and rotate it so it is on top of the axle. This will align the upper and lower mounts and straighten out the coil. Get rid of that drop bracket and put a raised bracket on the axle. Better stability with higher roll center.
The wedges work ok, but aren't perfect. I use them, but the real solution is to rotate that perch like Dirtman suggests. One day I'll get around to doing that myself.
If you can't/don't weld, JKS makes some adjustable ones that clamp on. They're a bit on the pricey side at $170-$180, but for non-welders that all evens out.
