4-lo disables the traction control and esp completely.
4-hi and the button on disables it below certain speeds. I think once you hit 20mph it turns back on. This is bad when going up long hill climbs as when a tire spins, it cuts power and starts applying the brakes to keep things straight. This makes you get stuck.
On my '09 you press and hold it for 5seconds and it shuts it off. I think it comes back automatically above 20mph.
