Yeah, that's way over the recommended rating. IMO, I think if anything with a significant lift and bigger tires the tow rating may go down as well (speeking from a safety standpoint).

This has been answered several time before. Yes it will tow it but it is not safe by a long shot. The Jk weighs in at a whopping 5,000# (+ a little) it is like 1,000# lighter than what it is towing in this case. Even with trailer breaks it is not the safest thing to try to stop. The general rule is try to keep the trailer weight at about 2/3 to no more than 3/4 of the vehicle weight. This is for the ability to come to a safe controlled stop especially in the event of a sudden stop. Now the addition of trailer breaks, dual axles on the trailer, weigh distribution hitches and such can change the recomendations a bit as does the set up of the tow vehicle but the above is a general rule.

No way. the towing capacity is about 3500 stock. running 37 and a 4" lift it would be much lower. that being said you would probably be fine if your not going farther than fifty miles.
