That's a tapered spline, once it moves at all it's off. Try tightening the snot out of the puller, then give it a whack with a BFH.
I've had them pop right off & I've had them really get stubborn. One popped off after I went inside the house out of frustration

It is really odd how you can work on something like this and all of a sudden it just pops off without any fanfare.
I have always just reset the puller and it seems to get a different angle enough loosen ... or, in one case it came off after I pulled the puller off. smiles.

Ive even put a breaker bar on the puller. I stopped and had a few drinks maybe Ill give it another try. Do I need to worry about overtighting puller and messing something up?

Leave the puller on and put a little heat on the arm itself. A hand held bottle like for brazing copper pipe should work.

I always just put a lot of pressure on the puller and then give it a good whack and it comes right off.

I'm sure you did this but since no one asked, did you remove the nut? Also, make sure that the threaded shank that contacts the gear box's output shaft is centered on it and not cocked to one side. Like someone had mentioned, it's a tapered shaft and once you get it to move, it'll pop and just fall right off.
