First Big Mod
So I've had my jeep for a little over a year and I haven't done any big mods yet. I want to do so much but only have money to do one at a time. I'm not sure what to do first. My options

Agreed, wheels, tires, lift generally need to happen together.
Lights can be a good first mod, unless they are for the bumper that you want to change.
Bumper and winch combo could also be a good choice. Or, bumper then winch.
Most all of us are in the same situation, more ideas than $$$$$

It completely depends on your usage/needs.
Do you go wheeling Alone ? - winch should be a fairly high priority.
Do you wheel in groups exclusively? - another winch is nice to have, but a lift and tires might be your better choice.
Do you wheel at night? - Very nice to have extra lights, but not a necessity. Or are they?
Wheel daytime only? - then the lights are just there for looks, right?
If you just need to spend money now to put 'something' on your jeep, go for the lights. Hella 500's are good quality and cheap, and brackets can be made or bought for cheap. Then save for either bumper/winch or lift/tires depending on personal needs.
Look first go wheel it. If you have done that then you will know your limits and then you will know what you need for your first mod. I started off fully stock, no nothing added. When wheeling first then found the rock sliders are a must for rock crawling then I I wheeled more then I decided to get rubi tires. Then wheel it some more and then I got a bit more armor for the diff's and now I just got my first stubby, it all depends on what your going to do. If its going to be for looks or wheeling it. Or fire roads or mud or sand.
If he had just purchased it that might be good advice. Also some people don't buy Jeeps just to wheel it!
My first mod was wheels and tires with a cheap lift. I went RC 2.5" BB for about $140 and picked up aluminium 15" rims and 35" MTRs about $1300, changed the whole look of the Jeep.
And I didn't really notice the worse handling till I had the cash for a real lift, but was happy to have it. Best bang for your buck noticeable mod will be a little height and new, bigger rubber.

I can't agree more. Get that thing up in the air a bit and put some 35's on it. You'll be amazed at the different look you'll get with just that. You could go with a budget boost, but if you can afford it, I'd do it right the first time with a decent coil kit and nice riding shocks, like Bilstein's or countless others. If you go more than 2-3" of lift, then you'll most likely need to spring for control arms, track bars, brake line extension, relocation kits, new drive shafts, etc... If you're just going for looks and don't plan on putting your ride to the test off road, you won't need to spend a ton of money on your lift.
I wouldn't do a bunch of mods to it before you get the platform (lift, wheels/tires) you want. Looks kinda silly to have a bunch of off road gear (bumpers, winch, supplemental lighting, sliders, flares, etc...) on stock suspension and wheels/tires. Just my .02
Do the research, pick forum members' brains and get with the vendors on the forum. You'll be amazed at the good avice and discounted pricing you can get.

Outside: If you are rock crawling, belly protection, rock rails, bumpers.
