Is it normal to feel the vehicle vibrate when going over 60 on MTR's?

You'll need to supply way more info. than this. If there's some reason to believe that it's the tires, then get them balanced. Generally, if they are balanced, then they should not vibrate. Otherwise, we need details about lift, changes that have been done recently, what sized tires, etc.

I have a 2007 Sahara with stock suspension. The tires are 32 inch BFG T/A MTR's on a 17 inch rim. The tires and rims were from a rubicon owner that no longer wanted them. The tires were brand new. Going about 55 down the highway is fine. When I get to around 60-65 I start to feel the vibration in the entire vehicle. Think it's an alignment or balance issue? Is this normal?

Mtr's can be hard to get balanced right. You may need to have your shop give it another go.

Bfg ta mtrs? I think you need to figure out what tires you're talking about.

The tires are BF Goodrich Mud Terrain T/A KM in a LT255/75R17 (32 inch tire).

Sounds like you need to get them re-balanced.
