Almost...

There's 35" diameter x 12.5" tread width x 17" rim diameter,
but for the parallel metric size there's no 35x70x17 .
It should be 315/70/17
= 315mm = tread width / 70% of the tread = sidewall / 17" = rim diameter in inch

Yes, they are interchangeable, both are about 35".

Make sure you got enough lift, and the proper rim (proper backspacing, otherwise the tires will "caress" the fenders and brake calipers.
In case you are not familiar with this, search this forum - there's plenty of good information.

Awesome! Thanks a lot that deff helped. I'm doing a 4" skyjacker with 17" wheels and a 4.5" back spacing which I was told would be a great set up for that wide stance look (which is what I'm going for).

The reason they make the same tire but one measured in English and the other in metric has to do with what the tire is designed for. You should notice that they will have a different sidewall rating. At least that's my understanding. So it's not just a size difference.

The two methods evolved in different parts of the world. Tires are usually marked according to which country they go to.
In the US, tires for trucks & SUVs are usually specified by the inch method.

315x70x17 will be 305 mm wide at the tread, 70 mm tall on top of tire, 70 mm tall on bottom of tire, fit on 17" wheel.

When that sizing metric, you'll add 70mm on top + 17" for the wheel + 70mm on bottom and you'll = about 35" tall.

These are rough measurements meant to be an example, different tires say they're the same size, but manufactures don't all follow same specs.
Incorrect, 315/70-17 being 315 is section width(widest part tire sidewall to sidewall- 315mm). 70 is aspect ratio, 70% tall as it is wide, from beat to tread top. And 17 is wheel size in inches.
