Default NSG370 Rattle Sound at higher rpm solved, but what is this part?

So I have been getting some type of rattle for a long time from my transmission in gears 2, 4, 6 and I popped the cover for the shifter boot and found this.

I have found the outer boot but can't locate this inner one. Seems to put tension on the stick so that the stick doesn't move around freely.

The newer boots dont seem to cause the shifter issue, they also isolate heat and sound well.
