Putting in a new muffler.. Rusted clamp bolt.
Ill be putting in a new muffler soon and came across this clamp bolt right by the rear driver side

Can I just take a sawzall to the pipe and cut it where the clamp ends?

Or, am I better off taking a hammer and chisel and breaking that thing free?

Use a cutting wheel on the bolt in the opening in the clamp, if you intend to reuse the clamp. A 3" high speed air cutter is about $10.00 at Harbor Freight.
Once the clamp is off, heat the wider portion of the pipe, where it slid over the narrower pipe, with a torch. Usually the larger pipe side will slide free. If it wont come free and you are disposing of that side, you can use an air hammer with a splitter tip to run a cut down the 3 and 9 o'clock, where the clamp was, then you can remove the pipe.
Do not cut the pipe with a sawz-all. Exhaust pipes are generally not the same diameter end to end, flaring wider at the mating ends. At the mating ends, they are usually flared male and female, front to back from the front bumper, respectively. Cutting up-pipe from a mating end may leave you with a non-standard mating diameter and a fitment problem, or requiring the replacement of the next section of pipe forward.

I soaked mine in WD40 and yanked it with my wrench like my life depended on it. They broke free and came off. Still, none of the bolts were as difficult as the isolation mounts, especially the one near the exhaust. I highly recommend using the sawzall on the isolation mounts.

Im not worried about the rubber hangers, just the bolt.
So pb is my best bet..... Soak the bolt and then? Knock the piss out of it or try and get any size wrench around it to have it come loose?
that's what I would do, soak it and wrap what ever you can around there and bust it loose. best of luck.
