Rubicon tire n wheel question
 
I want to upsize to 33" on stock Rubicon wheels but I want to go wide. Can I put a 33x12.5 on a stock Rubi with a spacer. Or 16" x 9" wheel replacement with what backspacing, and do I really need a lift? Budget requires minimal cost impact. What are you're recommendations? Function over style.

I have 37 12.5 on Rubi wheels with a spacer. Yes you can do 33s with minmal rubbing. Leveling kit would fix that.

My opinion:
Get a levelling kit. TeraFlex, or look at Curries Long Travel leveling kit for a bit more travel
Or a 2-2.5 inch budget boost. (even a 1" body lift would do it)
If you like the stock rims, get spacers.
If not, get some new cheap steel rims with a 4.5ish BS

If a lift of any type is not in the budget, be prepared to do more trimming. Also check the write-ups on Chopping the stock fenders. That'll give plenty of room with no lift - but you'll still need to change the steer stops and trim the skid, etc.

Just don't go wider than 12.5 on stock wheels.
