The speed reading on the navigation system is not from the GPS but from the speedometer, that is why the speedo & navigation speed read out is always the same.
I used a Procal to reset for my tires (35" KM2s) and the speedo/navigation unit is stil about 1.5 mph off then on my 'smart' phone app and on my Garmin Montana (both the app & Montana read the same). I also have used the local RADAR displays around town as well to confirm my speed.

The procal just requires some fine tuning. Super simple just read directions for tire size, make changes, plug it in. If its off go .25" whichever way it's off until you reach your desired setting.

I did that. Messed with the Procal settings AFTER measuring the true height of tire using a level and tape after checking for correct pressure. Thats how I got within 1 to 1.5 mph. Can either set the Procal for either 1mph higher than actual or lower. Can't fine tune the Procal more than .25...
