U0121 Loss communication with ABS module

I`ve got the U0121 code which I believe is causing my trans not to shift out of 1st gear. (limp mode) I`ve got 12v at the number one pin at the connector but nothing at 12 and 13 (can bus). Should I have voltage on those?
