2 big differences: Alloy is lighter and more resistant to bending (whereas steel can bend, but is less likely to outright fracture, unlike an alloy wheel).
Unless you're really doing some serious wheeling in rocky conditions, you'll be fine with the steel - steel is more likely to "bend" under hard abuse than alloy, but I think most people won't be abusive enough to their Jeep that they need the added strength of alloy.
When I get around to shelling out the $$$ for a lift and new wheels and tires, I'm probably just going to buy some simple black steel wheels...
