Would this do anything to limit the wear and tear on the stock hinges with the weight of a larger tire!

I've only had mine on for about two weeks, so I can't give you long-term results. I have a 35" spare on a teraflex extension, so it should have plenty of weight and leverage to warp the tailgate. So far I've had had any issues, though it's had minimal abuse (just going somewhat fast over bumpy dirt roads). Supposedly MBRP has run 35's and 37's on their jeeps for over a year with no issues.

I don't understand where it goes. Do you have pics, or can you explain how it's mounted?

It goes on the inside of the outer tailgate skin. There stock tire carrier bolts directly to the sheetmetal with 8 bolts threaded through nuts spot welded to the inside of the skin.

To install the kit, you have to break off the factory nuts using the supplied bolt. The supplied brackets in the pic go inside the tailgate to replace those nuts.

It increases the tire carrier mounting surface making the tire carrier less apt to bend the sheet metal of the tailgate, but it does nothing to strengthen the hinges.

I purchased these but after putting my hands on them decided not to install on my vehicle. I put some real effort into breaking off my factory nuts but just ended up bending the hell out of both bolts sent in the kit. I used a hammer too. The C clip that your tire carrier bolts will thread into fit in a way that the whole bracket can not mount flush on the inner surface of the tailgate and there for it can't really distribute the weight over a large surface area, if anything it seemed smaller to me. Overall not my bag. Good luck.
