Default xrc bumper/tire carrier!!!

received my smittybilt xrc rear bumper/tire carrier yesterday. as soon as it arrived i was like a kid in a candy store. i've installed bumper/tire carriers on my tj's. the instructions for the xrc look like they were coppied out of a book! they are not descriptive at all. where do you put the washers or lock washers and what size washer. my main problem is the tailgate rubs the top of the bumper. i re-loosened all the bolts and tightened them and still the same. any resolutions to the problem?

i used a jack and a 2x4 to adjust mine. dont for get to take off the angle brace.
