Are long arms sold in pairs?
Do they even work in pairs? For instance, I just need lower control arms to fix my caster but eventually want a long arm kit. For the sake of I really hate to buy things twice could I just put long arm lower adjustables in front and leave the stock upper shorties until I replaced them with other long arms? Same for the rear, continually upgrading in stages so as to keep the wife off the money trail....
Contact who you want the kit from and speak with them. Generally that does not sound like a very efficient way to do it. If you consider how many people are interested in adjustable arms, you will be able to sell the adjustable very easily when you are through with them. Re-cooping some of your money. Long arms, of course, require cutting and welding factory control arm mounts to make room for the new mounts/arms. Generally this is a all or nothing modification that requires to install and it is done at one sitting. If you were to do just the half long arm kit, then you'd have to buy another half arm kit. Just not very traditional in how this modification is performed. Generally companies rather sell sets as well, rather than bits and pieces. So the price may be better for the whole kit.

Replacing lower control arms with long arms and leaving the uppers as stock doesn't strike me as being a great idea.
The long arms are meant to move in a specific arc throughout the suspension's vertical travel. I think that arc would be different from the short arm's arc.
You could probably go with long arms up front and leave the short arms as is in the back...if you really, really wanted to.

Because for the most part, front lowers and rear uppers do the job that's needed. All 8, for what most of us run as suspension systems, is a waste of money.
For the most part, the entire set is a few dollars cheaper. YES, you can buy arms in pairs. NO, I don't think having LA lowers and SA uppers will work. But, don't quote me on that last part.
