What would I have to do to run 36s allterrains under 3 inches of lift?

Flat fenders and maybe some trimming.

Under 3 inches of lift is kinda vague? Decide what lift you actually want, then ask again...

No lift with flats and bumpstops and lots of trimming.
Add a BB for another few inches.
Add a body lift for a bit more clearance.

There are people posting with:
(2.5" BB with flats and bumpstops running 37's)
(2.5 with no flares and trimming running 40's)

Lots of options.
