Default Bushwacker flat fender flares

I heard that replacing the stock fenders with Bushwacker flat fenders will allow for a 33" tire with no rubbing, even when off road. Is that right?

I have 33's on my 4dr rubi with stock fenders and stock susp. I would think that they would fit with those flat fenders. I read somewhere on this forum of someone running 35 or 37's on stock with flat fenders.
