Think of bias tires as being good for off road only. That is not to say they cannot be street friendly, but the sidewalls are usually stronger and the inside has fiberglass belts added for strength. Bias ply are usually heavier as a general rules. Also, they are cheaper. Radial are a little more street friendly with a smoother and softer ride and better gas mileage.

Bias are composite belts and and overall stronger tire, radial is steel belted, and the most common. One big thing is that if you live in a cold place like me (N. Ontario), when you wake up to go to work the bias tires will be a bit frozen flat on where they sit on the ground and u will bounce along until they heat up.
