Default Newbie question about re gearing

Newbie questions. have a 2010 Unlimited Sport automatic with what I believe are 3.73 gears.

How much does re gearing cost?
I How do you calculate what the optimal gear to have is?
What are the factors? (tire size, terrain, wheeling locations etc...)
Should re rearing wait for the addition of lockers?
Do you re gear both front and rear axels?

One thing I noticed with my JK is that when I need additional power to get on the highway and press on the gas, there is a point when the motor revs really high but the Jeep seems to stop accelerating (does this make sense?) would re gearing address or solve this issue?
