What tires are you balancing on them? New or old tires?

The wheels themselves shouldn't need balancing unless they are bent. What tires are you running? Some tires are harder to balance than others.

This is incorrect. Wheels aren't perfectly balanced, while they will need less weight that a tire/wheel combo, they will most likely still need some weight. Also it's almost impossible to 'balance' a bent wheel, you'll still have some vibration from it.

Some tires are harder to balance than others though... Although, from what I've seen (7 years in a tire-shop) AT KOs are generally easy to balance.

OP: Has your tireshop tried 'indexing' the tires? i.e. Have they rotated the tires on the wheels to get a different balancing configuration? If not, they should try that.

A wheel is hardly ever perfectly round. Every wheel has a low spot. On a steel wheel they drill the valve stem hole at the low spot. On an alloy wheel there is a mark at the low spot.
No tire bead is ever perfectly round. There is a paint mark or sticker at the high spot near the bead.
To get the easiest balance they need to mount the tire with it's high spot indexed to the low spot of the wheel.
