Default What's wrong with my Rugged Ridge XHD bumper???

Quick question for all the bumper experts out there. I bought a RR XHD non winch bumper about 7 months ago and I love it (highly recommend) but as you can see from the pictures below something is going on where the hoop meets the bumper.

My JKU is in a climate controlled garage and has never been off-road or on any trails for that matter but the stains keep getting bigger and bigger. It seems the finish is stained or being oxidized at the bumper/hoop junction on both sides and it's rusting. I can't get rid of it no matter what I try. What would cause it?? How do I fix it? Am I doing something wrong??

I was just going to use some steel wool and use the AEV touch up paint to fix. Thoughts?? Comments??

I keep a can of textured black Rustoleum on hand for rust touch-ups. You may need to hit the whole bumper the first time, but after that, I just hit the problem areas. I don't have a hoop, so I don't share this issue to help further.

I saw that exact paint at Home Depot today. I was about to buy it but drove over to Quadratec and bought the AEV can. I think doing the whole bumper first is probably a good idea. Thanks.
