I'm currently rockin' stock 18's on my JKUs, I would like to drop down to mickey thompson 17x9with general grabber at/2's 33" tires. Would I need a lift and spacers or would this pass on it's own, with no side effects?

If you get after market wheels you should not need spacers as long as the backspacing is right. If you use factory 17's you will probably need spacers. I think the only thing that may rub a little is the air damn or at full flex.

Also, the JKUs comes stock with 32" tires, is that one inch of gain going to pose any problems?
