If I get the bumper with out the tire carrier can i add it later when I get different wheels since I saw on here the stock rims do not fit it.

No you can't... I got it without and now wish I'd gotten it with. The post is added at the factory/welded on.

If you are able to weld you could make it work but its better to just buy it with it
