Default Tire Carrier Spin?

Any ideas how you could get a spare tire to spin while on the carrier?

Can I ask why?

Now that the is outta the way, if you welded a junk hub or bearing to it I guess you could make it work?

Actually I can see this being an easy and useful idea (if one is running a manual front hub conversion), use a spare spindle and hub on the carrier, that way you have an easy way to store spare hub and the desired spinning spare!
